The Personnel Certification Body of DYNAMICS SPC according to the accreditation certificate of Uniform conformance evaluation system in the field of industrial and ecological safety, power engineering and building safety according to the RSNTTD accreditation certificate provides pre-certificational training and certification of the specialists in non-destructive testing in compliance with PB 03-440-02, GOST R ISO 18436, ISO/IEC 17024:2012, SDA-13-2009, as well as training and specialists’ knowledge testing by the course "Operator of the COMPACS® system". |

Pre-certificational training and certification are carried out in Omsk, on the basis of Personnel Certification Body of DYNAMICS SPC in 1-2 week time, depending on the NDT method and required qualification level.
Pre-certification training and certification are provided by almost all the leading experts of DYNAMICS SPC, who give lectures, conduct workshops and take exams. Certain sections of non-destructive testing and technical diagnostics lessons are taught by professors from leading universities of Omsk. During the existence of Independent organization on personnel certification of DYNAMICS SPC more than 750 specialists are trained and certified in vibration analysis, acoustic emission, visual and measuring methods of non-destructive testing, as well as more than 2,000 operators of the COMPACS® system.
After finishing the training course and certification, students get certificates of a standard pattern. The Training Certificates for "The COMPACS system Operator" Course are valid for 2 years since the issue date.
The Personnel Certification Body has a functioning documented system of quality management, developed and supporting in accordance with ISO/IEC 17024:2012.
The Personnel Certification Body is aware of the importance of the certification's impartiality, resolves conflicts of interest and ensures the objectivity of its certification activities.

The specialist should constantly enlarge their storage of theoretical knowledge and practical working methods, in order to sustain the general professional level and stay aware of the latest achievements in such dynamic sphere as technical diagnostics. That is why self-education, participation in exhibitions, conferences and other similar events, exchange of experience between colleagues should play a crucial part in a specialist’s job. However, that is not enough. Technical diagnostics is a field of knowledge which combines different sciences and includes variable techniques of data collection, processing and analysis, diagnosing and forecasting. In order to become a specialist in the subjects enlisted and effectively apply the knowledge practically it is necessary to have additional education besides the basic one (for high category specialist it is a technical university), which helps to systematize knowledge on principles and methods of technical diagnostic and solidify the knowledge practically. Such education usually is provided by special courses.
When training and certification is required a group of specialists from 10 members on VA and AE method courses and from 20 members on VMC courses, Personnel Certification Body of DYNAMICS SPC can organize a visit of specialists to an enterprise which allows to save customer’s time and money. |
Training quality guarantee is a student’s successful passing of independent proficiency examination
This examination is held after finishing training and passing Personnel Certification Body examination. The proficiency examination consists of a test, in which students should answer a set number of questions in a fixed time. Questions are randomly chosen from the common database of certification system and their complexity corresponds to qualification category. The proficiency examination procedure build in such a way, that to exclude subjectivity of results to the maximum. That increases trustworthy of certification procedure, however, on the other side, makes the test more difficult to fulfil. Even after successful training finishing not every student can pass the proficiency examination.
The system of the personnel certification in the field of technical diagnostics is included as a subsystem and operates under control of national System of voluntary personnel certification in the Russian Federation created at the initiative of the Ministry of Labour (the Ministry of Health and Social Development) and Gosstandart of Russia (Federal Agency on Technical Regulation and Metrology) in order to create the domestic market of highly skilled workers and increase the competitiveness of labor on the international labor market. |
GOST R ISO 18436 Standard - Condition monitoring and diagnostics of machines -- Requirements for qualification and assessment of personnel
The development of the training program in the best way meeting the requirements established for the technical diagnostic specialists in the modern world is the object of much concentrated attention of many interested parties. As the result of long-term counselling an international standards series ISO 18436 has appeared. It states the list of subjects which the specialist of a particular category is obliged to know concerning one or another method of technical diagnostics. Currently, training program GOST R ISO 18436-2-2015 is provided by various Russian educational organizations, including DYNAMICS SPC.
GOST R ISO 18436 Standard "Condition monitoring and diagnostics of machines -- Requirements for qualification and assessment of personnel" consist of separate parts, each of them is devoted to one of technical diagnostic methods: vibrational, based on AE and ultrasonic signals, analysis of particles in lubrication, thermal imaging and others. The standard is developed on the basis of the American Vibration Institute courses, which have obtained a world-wide recognition.
The system personnel certification in the field of technical diagnostics on the basis of the ISO 18436 international standard is created in Russian Federation by leading Russian organizations and experts, participated in Interoperability Technical Committee ТК 183 "Vibration, shock and condition control".
Some of these organizations were included in certification system as Training Centers. Certification System Training Center on special demand can provide training on GOST R ISO 18436-2-2015 course, even if students does not require proficiency examination to get competence certificate. But to get systematized methodical knowledge in full amount students can only in case when training is carried out as a single procedure of training and certification. |
The Deputy Head of independent organization on personnel certification (Personnel Certification Body)
The Deputy Head of Personnel Certification Body, Doctor of Technical Science, professor, the 3rd level specialist in vibration analysis, acoustic emission, visual and measuring control Alexander Petrovich Naumenko is a permanent head of the Independent organization on personnel certification of DYNAMICS SPC for many years.
He was born on November 26, 1961.
In 1984 he graduated from Omsk Polytechnical Institute (Omsk State Technical University) with a specialization of "Radio technician".
Since 1984 he has been engaged in development of the equipment for vibration analysis.
In 1991 he defended the master's thesis at the Moscow State Technical University named after N.E. Bauman on the subject "Development of a Technique of Theoretical and Pilot Studies of Statistical Parameters of Dynamic Processes, Characteristic for DVS".
From 1990 to 1994 he worked at Radio Engineering Devices university department as the assistant, and then, the senior teacher.
Since 1997 he has been working at the "Radio devices and diagnostic systems" department as a professor.
In July, 1994 he was recruited in DYNAMICS SPC on a position of the senior research associate, in 1998 it was changed to a position of the chief of radio-electronic means sector, and since 2000 he has been working on the position of the head of the DYNAMICS SPC Training center.
Since 2003 directs the laboratory of nondestructive control (LNC).
In 2012 he defended the doctor thesis "Scientific and methodical bases of real-time vibration monitoring of piston machines" in the Omsk State Technical University (OmSTU).
He is an author of 205 publications, 12 tutorials, one of them is recommended by Educational and methodical association of higher education institutions of the Russian Federation for students studying in the field of instrument making and an optics engineering, as well as for students of the higher educational institutions which are studying in specialization 200100 - "Instrument making" and related specializations.
He participated in the development of 11 regulatory and procedural documents, including interstate, national and industry standards.
His developments are defended by 16 patents for invention and industrial samples.
He is a participant of many Russian and International conferences. |
Institute of Radio Electronics, Service and Diagnostics – IRESD
Since 1996 the DYNAMICS SPC carry out training of students, specializing in "Devices and methods of quality control and diagnostic" of "Radio engineering devices and diagnostics systems" Omsk State Technical University department, and since 2005 with students of the Institute of Radio Electronics, Service and Diagnostics – IRESD The students study the following disciplines:
- "Technical diagnostics methods";
- "The automated systems of quality control and diagnostics";
- "Non-destructive testing in the production industry";
- "Visual and measuring control";
- "Vibroacoustic diagnostics of machinery and mechanisms";
- "Principles of device and system design";
- "Acoustic methods of non-destructive testing and technical diagnostics".
There is a branch of the IRESD "Diagnostic and industrial safety" department in DYNAMICS SPC.
In Personnel Certification Body there is a continuous development of laboratory and educational-and-methodical base, in particular, by the publishing of educational and methodical literature and wider use of the SPC’s work results.
